buffalo ny: depending on your climate and the wood, you probably want to either strip or power sand off all the paint and leave it natural, or repaint it every year. there are fake woods that please some homeowners that may require less maintenance. there are latex stains and oil coatings that attempt to shed some rain and snow but may need annual re-application and some consider a waste. if this is in the sun and rain and snow and your pets use it for their business, consider carefully examining the specifications of the fake wood as it will not absorb pet odors as much but i don't know about sun and temperature ranges for the materials in your area. in your case replacing damaged boards and putting down an outdoor carpet may be a quicker solution if there is no pet use. that carpet may also encourage the old paint to peel some more so maybe next year it can be more easily pressure-washed off.
Painting an old deck. A lot of the wood is still good. Going to replace the boards that are bad. It used to be white. I pressure washed it twice and got as much old paint off as possible. Still a lot on there and I don't have the time to sand the rest off. Just looking for quick fix.
