You could rent a heavy duty sander at a hardware store, and or a floor polisher that you put a mesh like disc on. It's called screening and people use the screens on a polisher to refinish and recoat interior floors. It would work on an exterior deck also, no solvents, no water. Vacuum up the pulverized paint, wipe it down and recoat.

Last time I did it, the floor polisher cost about twenty dollars to rent per day, I used it for one day.

There is no way to paint a wood deck without scraping all loose paint, washing it, and then giving it the proper amount of time to dry. If you do not follow these steps it will surely Peel off soon after you apply it. Clean, dry and dull is always rule of thumb when painting any surface. Sorry there's no easier way. Try a product called super strip sold at Sherwin Williams.

I'm helping to get the porch ready to paint, but right now it's covered in cracked peeling paint so we gotta clean it off first. I'm using a chisel right now but is there better way that doesn't involve water or solvents or anything that involves getting the wood wet ? We want to paint it without waiting for the wood to dry after washing it so we need to not use wet stuff
