Depends upon the position of the posters on the wall and the location of the lamp.
If your lamp is situated so it will shine on all posters then you can likely use 1 lamp positioned properly.

In order to light each picture with it's own blacklight, you will have to purchase 3 picture lamps which usually mount on the picture frame. This means you will also have to purchase 3 blacklight bulbs
What are you going to use for a regular light?
I think it depends on the size of your room. If the room is small you can use one blacklight tube to light up all of your posters.
