Are they bedbugs?
These are most likely GRAIN BEETLES. they come from buying no name brand rice, sugar, and especially flour. (or having a messy littered with food home)
If you keep a nice clean kitchen then they could be coming from the next apartment.
They wonder around looking for food.
bed bugs would NOT show up in your kitchen unless you were overwhelmed with them.
If they are in food I would think they are definitely grain beetles.
Get a sample of them in a baggy and take them to someone who would know.

I do not think that bedbugs eat rice: "Bed bugs are obligatory hematophagous (bloodsucking) insects. Most species feed on humans only when other prey are unavailable. They obtain all the additional moisture they need from water vapor in the surrounding air."
