If you pay in full, then no. If you want to drive it anywhere, then you will have to purchase liability coverage to get it registered and usually also to even have a driver's license.
If you need a loan to buy the car, then you will also have to have physical damage insurance (comprehensive and collision) on the car to protect the lender's interest. If you don't obtain it, they are allowed to obtain force-placed coverage for you (protects only them, not you) and add the cost to your loan, and this insurance is very expensive compared to what you could buy yourself.
