It looks like a double hibiscus to me. The trunks of hibiscus are often braided. There are so many hibiscus cultivars it's impossible to tell which one this is.

It's an Azalea that has been braided. Some people call it a braided azalea tree.

The braiding thing is done by the grower - to be fancy - it's not natural
I picked up these flowers from the store and they had no name. It has a braided trunk.
