If it is a credit meter, the first thing you need to do is make a note of the meter reading. Then find out which company is supplying your electricity. If there wasn't a card or letter left by the outgoing tenant, ask the landlord. Then contact the electricity company and tell them what the meter reading was on the date that you moved in.
You contact the local electric company and tell them your new address. Then ask them to transfer the account for your new address into your name. They will charge a connect fee even if it is already on. So be prepared for it!
Sometimes landlords like to keep the utilities in their name. Check with your rental agreement to see if the electricity is part of your rent. If it is, then you should not have to do anything, just pay your rent.
