Finishing damp basement?

ly an expensive tanking job will make it habitable ..however before you do anything you need to check with building control ...because unless the basement has a window then its not possible to make it habitable ..

I rent a shop in London, I have stock stored in the basement and need to turn half of it into a rest area for staff. The problem is the basement is damp.

The general basement feels damp although nothing is wet to the touch, I have had to put tarpaulin down on the floor as it was so filthy. The walls are brick and the floor is poured concrete.

The toilet is also in the basement and has been covered in plasterboard which is full of mould, 2 of those walls are wet to the touch.

There is a drain in one corner of the basement which apparently used to overflow and the landlords solution to this was to pour concrete down in.

I need this mould and damp gone and health and safety will not be happy with it as a working environment, but it's rented therefor I cannot make any structural changes. I have a dehumidifier down there which fills every day.

Any help would be greatly appreciated
