There sure could. I had a flood once and it took a over a week to dry things out. If you think you have mildew, be sure to tell the contractor and put it in writing.

The window for drying out your apartment is three days. After that mold will begin to grow. A mold remediation contractor can test for mold. Be safe.

Contact the owner about it and if it isn't taken care of right away, call the health department in your city or county.

Tell them you can't live in there, and void any contract, and bill them for the expenses of moving out.

5 days ago i had an inch of water in my whole apartment from flooding.

the carpet got soaked in every room.

so far all they've done is extracted the water from the carpet, brought fans and a humidifier.

it stinks so bad like strong mildew!!

i noticed some of the walls at the bottom have expanded from the water soaking into it i'm guessing.

they're trying to be cheap they won't even put new carpet in, so how will they fix the expanded walls????? couldn't there be mold growing in them??
