If you plan to often do grilling with charcoal, suggest you invest in a chimney starter. This will let you get the charcoal burning quickly without the use (and taste) of lighter fluid.

Here is an expanded explanation of using the cotton ball and petroleum jelly method...
Use cotton balls or wad of dryer lint slathered in petroleum jelly. You can stuff a number of these cotton wads into a small container for a quick, easily portable, water-resistant fire starting kit. In the grill bottom, crumble loosely some newspaper, place one or two of the petroleum jelly coated cotton balls, fluffed up a bit, lay the twigs across this base, and then add the charcoal pieces in a low pyramid or cone shape. Light the newspaper all around the edge, watching to see the treated cotton wads also catch, and put on the grill cover. Wait until the charcoal has burned to grey, then place the metal cooking grill over the burning charcoal heat and add the food.

Windy: Be careful embers or flying paper won't blow away and cause a brush fire. Charcoal: You need to either purchase the match light kind or get an old #10 tin can or a charcoal chimney put paper in the bottom, coals on top and light. Will take 30 minutes min to get coals to cooking temp. Find the nearest cafe or diner.
Get kindling going (tiny twigs, dry grass, pieces of paper, etc) add larger twigs and branches and slowly build the fire and heat. Add charcoal slowly. As the fire gets larger add more charcoal. In about 30 minutes you should be going good.
When you get in the water, call for swimming lessons.

Make sure you shield the fire from the wind.
Start off with a firelighter then add 'kindling' i.e. small twigs, then larger twigs, then small sticks.
Once it gets going add some coal.
Just make sure that the kindling, sticks and coal are dry and ensure that plenty of oxygen gets to it.
You need something to act as a firestarter so that the twigs will catch. If you don't have any lighter fluid, try shredding some paper into thin strips. Use your lighter to light a few of the strips as if you were lighting a candle, then light the rest of the paper.
Depending on how windy it is, you may need to set up a windbreak so the fire has a chance to catch and grow. If you are using a grill, try using the lid to block the wind. If you're using a pit, things like coolers with the lid propped open work well.
