Get one of those styrofoam coolers. Then get one of those little desk fans that are probably about 6-8" in diameter. Cut out an opening a tad smaller than the fan, tape fan over said opening to keep it from falling. Cut smaller square out of other end of the styrofoam cooler lid. Fill cooler with a bag of ice. Plug in fan. Turn on fan and wallah, redneck ac fan. Works wonders if done correctly.

Use water.
When water evaporates, the more energetic (hotter) molecules leave and the cooler ones remain.
Hang a string across the room and hang a few wet towels on the string. Place a pan below the towels to catch dripping water.
Open windows to allow a slight air movement. This will let evaporated water exit, allowing the remaining, cooler water to cool the room.

If you have direct sunlight streaming into the room, block it. Aluminum foil or white cloth or paper on the windows will help reflect the light away from your room.
Ordinary incandescent light bulbs can really add heat to your room. Switch to fluorescent bulbs or leave the light off.

You do not want any moisture on the electric fan. Placing huge hunks of ice in an ice chest and putting it in front of the fan and letting it blow on you will help. Making ice in plastic gallon jugs, soda bottles and containers will keep you going in ice.
There is nothing you can do to cool down your room. The only think you can do is try to cool down yourself. Wear light clothing or no shirt, have a water spray bottle and spray cold water from time to time, stay hydrated and keep the fan on.
Put a bucket of ice in front of that fan.
I live in Southern California and it is super hot right now. I have no AC, and putting a fan in the window wont help considering it will only blow in hot air. So are there alternative ways to cool down my room?
