All of what ceeli said plus this: Build a column out of 2x4s and sheathe it with lattice (using the kind where the slats are close together). Size it to hide the electric meter. Get the vines OFF the house before they do damage and put another column over there. Let them grow on the column but cut off the house every 3-4 months.

Spread gravel, lay down patio pavers and THEN add the pergola. You need SHADE. Put plants in colorful BIG pots. Lowes always has some nice ones.

the soil looks really poor so instead of digging it all out and replacing it, you could put rock or sand over the entire area or build a deck in the center. then add a pergola and lawn furniture and table. one of those outdoor fireplaces or a barbecue would be good too. you should also get a small shed where you can stash your trash can or tools or any other stray objects to make the yard look sharper. then buy some huge pots to put shrubs, trees and flowers in to give it a lush feel.
