Likely the person above you doesn't know enough about plumbing to actually do anything about it other than report it. And you don't know that she hasn't reported it because reporting it doesn't mean the landlord or super will drop what they're doing and come take care of it. YOU need to talk to the landlord or super. Keep on them. If it hasn't been taken care of, contact them again. Bug them until it gets taken care of.

You called the landlord and they did nothing. Now you call the Board of Health and they will take care of the problem for you. Some landlords need to be informed of the laws concerning renting. The BoH will make sure the landlord understands their rights and yours.
