Hi - have you thought of putting some window film on your windows, which would allow you to have privacy, but at the same time allowing the light to filter your room? Have a look at some of these sites which sell them :) Another idea I would say is to perhaps have a large mirror leant against the wall to also bring light into your room and also it will be very useful and at the same time look very effective :)

I am sure you are allowed to hang net curtains which allow the light in whilst providing privacy, living in the dark can cause depression. You may be able to buy some in a charity shop if your budget is tight.

You could make, buy, or refurbish a cheap screen to angle across the windows for privacy and leave the blinds and curtains open

Bigger light bulbs in the lamps is what I would start with.
