I am sure you are allowed to hang net curtains which allow the light in whilst providing privacy, living in the dark can cause depression. You may be able to buy some in a charity shop if your budget is tight.
You could make, buy, or refurbish a cheap screen to angle across the windows for privacy and leave the blinds and curtains open
Bigger light bulbs in the lamps is what I would start with.

I agree with karen.
Im a renter, live alone, and am NOT allowed to paint walls or stick anything to them, my bedroom is at the front of the house, and so I have to have the blind down and the semi see through grey curtain drawn in the day when Im at home, the room feels very dark, how can I lighten it? or make it seem welcoming and again I cant paint! I don't have uch money, so plse don't suggest expensive things
