It is not good to breath the fibres. Wear a dust mask and place the larger pieces in garbage bags. Vacuum the remaining fibres and dust thoroughly. Let the dust settle for about a day and vacuum again.

You should check why the insulation is falling out.

Since it is falling out in small balls and some of the batts are hanging down; this is a sign you may have mice, rats or squirrels in your basement chewing the insulation. The weight of the mice, rats or squirrels is likely causing the batts to fall.

No. it is not dangerous at all. Touching it is not bad. It may cause you to itch a little if you get it on your skin but it's not really bad. I think you have just been misinformed. Fiberglass insulation is perfectly safe and widely used in homes all around the world.

Nope - not dangerous. workers breathe this stuff all the time. you can sweep it up or vacuum it up - it's not a big deal like asbestos is supposed to be.

I have insulation kind of falling out of the panels, hanging down, and very few small balls of it on the floor in the basement. It is paper back, fiberglass insulation. Is it dangerous being down in the basement because of this? Such as the fibers floating in the air. I know touching it is bad but I am talking about breathing it. No, not sticking it in my face.
