Sorry, that makes no sense.
Moist soil is conductive whether it's in a metal or plastic pot.
Plant pots are normally put in dishes / saucers / trays / decorative shells to prevent water running through to furniture and they are generally plastic or ceramic, so an insulator anyway.
Static does not come in to the equation..
If a metal container has any effect, it's most likely to be due to metal being leeched into the soil or compost and poisoning the plant over time - whether that happens depends on the metal, soil ph, type of plant etc.

Metal pots aren't that great but it has nothing to do with static electricity. It's because of rust and metal poisoning. That depends heavily on the plant variety you have though. Some don't mind, some will die quickly.
Have you heard of lightening storms? How do plants survive with all that static? With all the things that concern plants, I've never heard of static being a problem.
