Are you talking about painting as in artwork, paint to canvas sort of thing? Your paints will dry a little slower. However, the issue with a basement is light, particularly natural light if you are painting artwork. Other than that, if it gives you the peace and privacy you need, by all means do it. My father always had a studio set up in his basements.
