This depends upon the construction of the house and the design of the heating system.
Multi story houses that are open concept (Stairways are open from the basement or first floor to the second floor) often have a temperature differential from the lowest level to the highest level.
Basement coolest
Main Floor usually at the set temperature
Second story highest temperature.
Doors that can be closed to isolate the different floors help to alleviate this problem.
Remember: heat rises so it is natural for the upper floor to be a little warmer.
This can be alleviated with the proper house and heating design.
