No. It is a wasps nest. I believe those are called paper wasps. See the attached article.

A bee hive is going to be found in some sort of cavity such as in a tree or exterior wall of a house and is constructed of wax. Wasps mostly make their nests under overhangs of a house or other similar area.
David is correct. That's a paper wasp nest and if you disturb them those critters will sting you badly. Best to get some "Hornet and Wasp" spray at the grocery or hardware store and kill them before some one gets hurt.
