Like you, I have a black dresser, black desk, and a black nightstand. HOWEVER, I also have a cream colour couch and ottoman, and rather than a ruffly black bed, I have a ruffly white bed. I also have a silver bookshelf, a dark grey chair against my desk and a black&silver full-length mirror.
It really all depends on the size and dimensions of your room, but if I had any more black accessories I feel like it would be too heavy in my room. The white bed really levels everything out in my own case. But, like I said, it depends on the exact room.
Of course I would have to say that I LOVE your idea, since it is quite similar to my own. But I would recommend painting the room first and adding in the black furniture that you have already bought. Then you can decide if the black bedding would be too heavy for your personal room. If it is, go with white and/or silver to try and level the colour out. (Don't be scared of white for everything - I have a white trunk underneath my window that I use as a windowseat and for storage and it never gets dirty... I also have a white shelf floating over my desk that has a white/cream lantern on it from Pier 1)
In terms of cheap room decor, type in those words on youtube! You'll find tons of videos and diy inspiration.
