I wouldn't unless you want retaliation from them. If there is a problem, best to keep low key and not do anything to make them angry.
Putting a fence up is often a good idea in itself. That will spell the message out loud and clear that there is a dividing point between your property.
Just be careful about everthing with them if it is as bad as we may imagine.
Paint the fence planks on both sides over some plastic sheeting first.
Put them up as normal when dry. There! You no longer need to worry about painting the "other side".
Put some pink accents on you house. Paint the posts grey.
