Busted linkage; mechanical or computer interlock failed; something jammed. Call the manufacturer's help line or email them if it's a recent-ish machine and you can't figure it out from the manual; or take it in for service.

For what it's worth, it's always useful to give us a few more clues here: manufacturer, model number, what happened since the last time it worked, etc.
