If you have the time and enjoy working on things like that. Why dont you pick one of the windows and give it try. Start with the cords. Do one a week and soon they will all be done. But i guess if you dont have time or just dont want to do it .

My house was built in 1928. The windows are in really poor shape and something needs to be done. The sash cords have broken on almost all of them so they don't stay open. The paint and window glazing is all cracked and peeling. I can afford new windows, but I would like to keep the originals if I could. Can they be fixed and if so how much would it cost compared to getting new windows. Any suggestions? Thanks.
