I was going to say aphids, which are also tiny dot-sized bugs that feed on plants, but I don't know why they'd be on you.
If they are aphids, and they are growing out of control, you can buy some ladybugs at your local nursery / garden store. They will eat some of the aphid population down.
It's probably just a Chrysomelidae (flea) beetle. These tiny beetles are often found feeding on a variety of garden plants and commercial crops. They eat only plant matter so don't worry -- you're not on the menu! :-)
Are you sure they are not fleas?
There are these little black bugs the size of a poppy seed that are on my back porch and crawl onto me. They don't bite. What are they?
