Pressure cookers have come a long way - presto still makes pressure cooker and it would be possible to purchase a newer model from them. HOWEVER, any European-made pressure cooker or electric pressure cooker will give you much more satisfaction. They are quiet (no rattling) and they evaporate even less liquid.

Depends on the application that you're using it for.
I would choose a familiar brand name such as Presto, as far as pressure cookers go, I suggest you go with a contemporary model such as one that doesn't have the weight on top of it.
