Wal-mart has reasonably good paint at good prices, though not remarkably cheaper than anyone else who sells reasonably good paint. If you buy anything that is not a major brand, like some off-brand you might find at a discount place or a liquidator, you are very likely to regret it. In paint, you get what you pay for, and cheap paint doesn't cover as well, is harder to work with, and might even come off the wall if you have to wash anywhere that's painted.
How do I know that? Experience. I bought some really cheap paint once, for a shop floor. One coat was practically transparent. Two coats wasn't much of an improvement. Even four coats didn't really cover. In contrast, after I gave up on the cheap paint, one coat of good paint from a major brand covered the same floor no problem.
Paint comes on sale from time to time. Check flyers and websites and wait a bit if you can. You can usually buy mis-tints for half to a third of the usual price, but you have to be patient there and keep checking the stores, because hardly anyone ever decides that the off-white they ordered isn't right after all. The colours of mis-tints are often rather odd.
Don't buy cheap brushes either. Buy good ones, clean and store them properly, and you will use them the next 20 times you paint. Cheap brushes don't hold paint well, don't cover well, and are easier to make a mess with. Rollers, on the other hand, may be considered disposable. The time and water you need to use to clean them so you can use them again are not worth it. They are usually never quite the same again, anyway, no matter how well you clean them. Between coats, wrap them well in plastic, and throw them away when you're finished with that colour.
I've painted every room in my home, and used paint from sherwin williams, wal mart home depot, and lowes. It really doesnt matter. Most sales people will steer you in the right direction as far as sheen, and quality. I recommend eggshell as its good at covering blemishes. Figure 1 gallon per small room, maybe more if the ceiling is textured. and figure 25-30 bucks a gallon.
Don't buy cheap paint. You'll have to use twice as much, so it won't be any cheaper, just lots more work.

you don't want cheap wall paint. glidden duo would be your best choice (home depot) pint and primer in one. usually need two cans for a typical bedroom
