Jeans from old navy should help. They have all types of options from boot cut, skinny, etc. for a good price and they last long. I believe they have shorts in those sizes too. Good Luck :)
Abercrombie or Hollister. Really cute jeans or shorts and they are almost always on sale. And they're great for petite people :)

I'm the same size and I get mine at Hollister and American Eagle.
American eagle is where it's at. They have a lot better variety of rises, washes, and fits than hollister.
