i too love books physical books over my kindle the loom would make you nice bracelets but they will soon be out of fashion your book would last forever

Go to the library, borrow a book to read, and buy the loom bracelet kit. If you don't drive then maybe you can get your parent to drop you at the library when they go food shopping etc. And note - if you don't have a library card yet, first call the library and check what the age limit is and what identification you need to get a library card.

I too am a bookworm. I think I'd try to buy both, but if that's not an option, it's your choice. The loom would be a fun thing to do, and it would give you nice bracelets that you might not wear very long. However, a book would last forever... but there are many occasions when you buy a book, read it once, and never pick it up again. In that case, there's the library. Prioritize and see which one is more important to you right now.
