They can be either panty hose or tights... typically it goes (from most sheer to least): panty hose, tights, leggings, ponte pants, regular cotton pants...

Those are tights. Leggings are more solid and stop at the ankles and her tights cover her feet. Pantyhose would be more sheer and show more skin tone.

Those actually are considered to be leggings as well. But some people consider them "pantie hose" as well.
