I bought a formal dress and its a dark blue gown but its made out of velvet and im afraid it looks to tacky?? like will i look stupid

Velvet isn't a super popular fabric right now, but there are a few dresses out there that have it. Like these from several different designers: It probably depends more on the style of your dress!
