You could try Modcloth.com, they have very cute clothes ( they can get expensive though). You could also try Forever21.com, they have some really cute clothes and they actually have pretty good prices. Hope this helps:)

Ebay is not as good. Maybe check out a few or more stores and/or stores' websites and compare prices. I like Kohl's, but they don't have many dresses, but i found a nice dress there that i wore to a relative's wedding in '13. JCP's has good pricing &sales too. If you are looking for a fancy dress, then there should still be some nice gowns on those stores' sites and offline too.
