i think light colours suit pale skin, but a light red or blue would look lovely but i love creamy, beige colours on pale skin and dark hair, it's a gorgeous combo. however instead of black, i would dye your hair a dark brown instead like these

I'd go lighter, with dark colours you have to be careful because they can make you looked washed out if you're very pale, so it depends on the colour of red you go with. Red would be the more daring option, the blue would be more safe!

Dark Colors suits pale skin more. So, if you ask me, I'll be leaning towards the red one irregardless of your hair color.
