As long as the sandals or shoes have a band or enclosed heel to keep them on your feet, you will be fine. They should be dressier sandals, not sports styles.

No, you can't, as there is a no flip flop rule. Even though you are graduating, it's probably not acceptable. If your sandals are holding your feet at the back you can wear it. If there is nothing but a strap in between your first and second toe, don't.
Flats or strap sandals would be great, but not flip flops.
When I went to my graduation they took photos of us without showing our feet. I think that if they're closed sandals you should be ok.
