If you brought them to me to repair I would pin a strip of fabric under the tear and sew a quarter inch from each torn edge with a three step zig zag making sure the edges are butted together. Then I would mend over the tear with a closer three step zig zag OR if you were willing to pay more- darn over the tear by hand. The torn edges will fray slightly when washed and worn and look like it was frayed as a design feature. Which is better than trashing expensive jeans. So yes do tty to mend and sew them.
Try a seamstress or tailor. Most dry cleaning businesses likely have tailors or seamstresses on hand, or might be able to recommend one for you. The last time I tore my jeans I turned them into cut offs. However, I paid no more than $5 for them at Goodwill. (As it is, I have a few pairs of jeans that I got from my SIL for free. One pair fits nice and skinny on top, but rather wide legged on the bottom. Since I literally need shorts and am too cheap-- actually poor--to go to Goodwill, I'm going to turn them into cut-offs.)
