Because you have to teach them what is acceptable in public so they understand routine in society. Same with girls wearing dresses and trying to do handstands. You need to teach that they can't do that in a dress but in pants. Or they will get to kindergarten and think it's ok to be naked. I'm sure that will be my niece....

It's just for the figure .

No matter the age it is important for young ladies to be modest. They do "have things" just are not developed. Just as if would be inappropriate for a young boy to go bottomless. Of course I would put a top on my daughter to show her that is not okay to be immodest in public.
