They look ok, except it would look more appropriate if you wear knee highs instead of socks because socks are considered more casual. And since your dress looks rather classy, it might look strange with regular socks.

Nope Over a pair of Capri leggings it would look much sleeker than the opposite you have here. With a pair of heels the same color, and belt hanging at the hip in the blue color.
