I think the easiest thing is to find a seamstress, and she will most likely tell you to provide her with the fabric required, take your measurements, and then go about making it
Just find another dress. You're not going to pull this off. Seriously - I'm usually a cheerleader for anything, but this isn't happening. It loks like a designer one-of-a-kind, anyway.
if you don't have much experience in sowing then i really wouldn't reccomend making your own prom dress, especially if it's going to to be the first thing you sow from scratch but your call; i'd say use thick white material and you would need some kind of puff for the middle like netting or wire.... i don't know much about sowing but i'm guessing it's not as easy as it looks so you do need a good bit of research &practice, gluckkkk edit: you could buy a black bodycon dress and use that for the middle ?
try and learn to sew with a machine. If you have poor sewing skills, it probably won't turn out well. Find a friend or family member, or even one of you mom's friends, who will help you make it and also teach you how to use a sewing machine.
