Contour it, use a dark brown (not sparkly) eye shadow on the cleavage and outside area of the boob, then use a bronzer(slight sparkly) on the tops to draw attention to it.
Get a lightly lined bra, it just adds a little lift and shape without being all puffy.
Wear clothes with ruffles/other volume around the chest area, wear a tight form fitting shirt, etc. Hope this helps
Stuff your bra. If the pads in you bra are removable, double pad the bra. But honestly, why would you want you chest to look bigger? The size of you breasts say nothing about you.
