I know it snows there but I've been living in a tropical climate for my entire life and I have no idea how to dress for cool and cold weather. I will recommend to get a good pair of boots, and a good jacket. Maybe a north face one. I moved from NC and it was a nightmare to get used to the weather in here. I got myself cute sweaters and vests but trust me that wont do it. good luck and get ready!!
It really depends upon how well you adjust. DC doesn't get really cold, but it does tend to be humid. Winters can be cold and wet, which can make it feel lousy. Think in terms of layers. You can add layers as it gets colder, and remove layers when it's warmer. For early fall, a thick sweater should do, especially with one or two shirts under it.
