You could move the bottom part (with the red trim) up to an even line where you want the skirt to be. Pin the fabric very close to the red trim with the excess fabric to the inside of the skirt. Stitch as close to the top line of red trim all the way around and then cut off the excess left on the inside of the skirt. Iron the skirt and it will still have the red trim but be short enough to be cooler in the hot weather. Before you do this, find out if it is okay with your school. If not, you won't be able to wear your shorter skirt after all the work you did to shorten it. Good luck!! : }
