20 celcius? Yes, I went out in shorts the other week wearing shorts in that weather. My mum goes out in shorts and a vest when it's about 15. If you're worried, wear a light hoodie or something on top, if you cover the top, you won't feel so cold or exposed on the bottom. You can always wear thing skin-coloured tights or overknee socks or something like that too. Keep some length to the shorts and you'll be fine e.g. no daisy dukes

Depends where you live I guess, if like me you're from England then 20 Celsius, that's pretty warm haha so then yeah in my opinion it is hot enough.

That's not hot at all. You can still wear short with that temperature.
If you intend wearing shorts and the temperature is around 20C then you should have no fear as most people who take to shorts are usually active and that would ensure that you maintain good health.
