Examples would be ballet and dance, sports and training activities, especially in cold weather, and many costumes. It's also fine to wear tights privately at home, or wear them under your street clothes. Many men wear tights as an extra layer under their clothes in cold weather. The time when you might run into problems is if you want to wear tights openly as part of your street clothes, such as wearing tights under shorts, or just tights with a long top. I think that's fine too, and in my experience, you can do that without any problems, just an occasional stare. So I'd say to go ahead and do it. But others in your family may not approve, or you might have a problem with school or work dress codes.
