I think you could try some shorts at real stores, then you could see which size fit you best.

Just go to any brand store they would give your size containing dress.

this is just my idea, but you could always buy the clothes you want that are closest to your specific size, then take them and get them fitted. i have the exact same problem.

You fit size small. Your measurements can fit i think any brand, unless your like 5'3, then itll prob be an issue.

You may have to buy your clothes to fit your hips and then take them to a tailor to get them altered to your fit. It isn't expensive for them to do this.
