Wear wide brimmed hats and, if possible, lightweight long pants and long sleeved shirts made of cotton. This will cover your body, so you don't need to worry about sunscreen too much
If sun block "doesn't cut it", either you are using a sunblock that is expired, has too low of an SPF, or you're not applying it correctly.
Don't laugh, but hard-core gardners wear hats with a really wide brim (sort of like cowboy hats) to protect their face and neck. What do you mean sun block doesn't cut it? Are you refreshing it every two hours? You need to, you know. Anyway, good for you for taking it seriously. Hope this helps!
