Years ago I got a pair of pants from Old Navy that were supposedly styled from old military issues cargo pants. They had a canvas d-ring belt, large cargo pockets of course, but then these really small pockets just below the belt loops. I am a Australian Cadet so I wear military pants all day long and I can say that the pants you are referencing are civilian fashion I would probably say they are old navy but if you cant find them anywear you can always by cheap second hand military pants and you could get yourself or your local tailor to modify it to look that way.
