I'm a size 5 and tend to wear medium at Forever21, so I'd think you would be a large. Some of their clothes are sized by waist (ie, my size 5 is a 27), in which case your best bet is to try stuff on.

The sizes go by inches. For example, a size 26 jeans in forever 21 means that your hips are 26 inches. If you aren’t sure of what size you are yet, take a couple different sizes into the fitting room and see which fit you’re most comfortable with! :D
forever 21 fits true to size I find. So whatever size you are at other stores, you'll be there.
