What to wear to a wedding depends 100% on what type of wedding it is. This is traditionally dictated by the invitation. The more formal the invitation the more formal the occasion. So it would stand to reason that cowboy boots would NOT be appropriate in that case but certainly a dress and pumps would. A wedding reception taking place outdoors is going to be more casual and it's possible boots would be OK but then again even some outdoor weddings are on the formal side. So I suggest you determine the formality of the wedding and reception and base your attire around that.
