Where is better to learn fashion for university. Paris or New York like where would i get a better chance to make it.

New York. That is if you generally live in America. Most places out of America have a different sense of style, so you probably won't learn in Paris, what you would learn in New York. Or if you did, the style would be differently accepted than the others because it would be out of the 'normal'.
